Pg 8 'Introduction' ... 1st paragraph, 2nd sentence ... "undeserved" ... Meaning that more was being provided to meet the student needs than needed (maybe why her survey returned 96% favorable) ... Did she mean "underserved" as the adjective for the Dogs Breakfast that she lists in Part III Recommendations?
Couldn't go any further than the second sentence and was looking for validation ... Stumbled into here and have been endowed ...
She got an Ed.D., not a Ph.D. (Not sure if it makes a huge difference in this case - I imagine she could have used her connections to find a Ph.D. program somewhere that would have let her get by with this.)

"articulation" is correct, not "matriculation"; that's what those agreements are called:
